About the Guide

While designed for Mayors and Chairs, this guide is also a valuable resource for CAOs and senior administrators to support their Council.

In today’s environment of increased complexity, public scrutiny, and increasing pressures in Council environments, CAOs play a key role in advising and supporting the Chair. This resource provides practical guidance to reinforce strong governance practices, support meeting structure and flow, and prepare for both routine and high-pressure meetings.

Effective meeting leadership goes beyond procedure. It requires neutrality, respect, and a focus on maintaining a safe, professional, and well-managed Council environment.
