
Mont Tremblant, QC (May 29, 2025) – Two long time municipal administrators and CAMA volunteers, Jake Rudolph and Barry Carroll have been recognized with Honorary Membership for Life Awards from the Canadian Association of Municipal Administrators (CAMA). The presentations were made during the association’s national conference in Mont Tremblant, QC.
Rudolph is a professional planner by training, who served for many years as a Chief Administrative Officer and in other senior roles in municipalities across British Columbia and in New Brunswick. He was also an active volunteer within his professional associations, including CAMA, where he served as a National President.
Carroll has four decades of dedicated service as a Chief Administrative Officer (CAO) in Atlantic Canada and is a longstanding member of CAMA. He has consistently demonstrated exceptional leadership and a steadfast commitment to advancing the objectives of professional municipal administration across Canada.
CAMA’s Honorary Life Membership Award is an honour presented by the Board of Directors to a member, past or present, who has been nominated by his or her peers. This award recognizes an individual's commitment to advancing the objectives of the Canadian Association of Municipal Administrators (CAMA) and the contributions they've made to both the association and the municipal profession across Canada.

BIOGRAPHIES
Jake Rudolph
Rudolph had a professional career which spanned 42 years including over 30 years in management positions across the country. For over 25 years, he has resided in British Columbia. Now retired, he previously served as Chief Administrative Officer with the City of Nanaimo and the City of Pitt Meadows.
Prior to that he was the Deputy CAO with the City of Abbotsford. He also worked as General Manager of Development Services and Public Works with the City of Maple Ridge. In addition, he served as Deputy CAO and Planning Director in Fredericton, NB.
Throughout his career, Jake has taken an active role in his profession and his community serving on various committees and boards. As a member of CAMA, he acted as a member and Chair of the Awards Committee. He also served on an Election Process Review Committee.
He served on the CAMA Board from 2014 to 2022, where he chaired the Strategic Plan Review Committee, served on the Conference Committee, the Code of Conduct Committee, and chaired the CAO Employment Contract Toolkit Committee. He was CAMA National President from 2020-2021.
Rudolph is a life-long learner. He has a master’s degree in planning, an MBA and has completed the Harvard Executive Leadership Program.
Barry Carroll
Carroll has almost 37 years of service with municipal government holding positions such as Town Manager / Director of Parks & Recreation, Town of St. Anthony, NL, Town Manager, Town of Portugal Cove-St. Philip’s, NL, CAO, and the Town of Sackville, NB. He is currently CAO for the Municipality of the District of Guysborough (MODG), NS.
He has made many notable accomplishments during his career in municipal government, especially in advancing major economic and community development initiatives, like public infrastructure projects and emergency management operations (EMO). His strategic foresight has also led to the expansion of recreation programs and facilities, as well as renewable energy developments.
One effort that stands out is the implementation of the 4-Day Work Week for MODG employees, the first of its kind in Canada. This included expanded hours for service delivery and the re-positioning of the workforce and entire operations to better deal with future EMO and Pandemic events, like the COVID-19 Pandemic.
Carroll has been a member of CAMA for more than 25 years after joining the association in the late 1990’s. He joined the Board of Directors in 2002 as a Director for the Province of Newfoundland & Labrador, rising through the executive to become national president from 2007-2008.
During his time on the board, he served as Chair of the CAMA National Awards Program, Staff Co-Chair of the CAMA/FCM 2005 Conference held in St. John’s, NL, and representative for CAMA on the ICMA Awards Committee and the FCM/RAC Railway Proximity Committee.
One of his most significant accomplishments, was to be Chair the CAMA Transitional Committee. It was during his time as CAMA Treasurer that he worked diligently to turn around an unsound financial position for the association and help stickhandle a new and more sustainable management model for the CAMA National Office, now based in Fredericton, NB.
