Troy Fleming’s journey in municipal government goes back 25 years through a variety of municipal settings and responsibilities. His success is built on a people-focused approach and his belief in the importance of relationships, strong communication, data-based decisions, and authenticity.
He began working in municipal government in various roles at Strathcona County, AB and had the opportunity to serve as the Chief Administrative Officer for the Town of Bruderheim, AB in 2010, giving him appreciation for the challenges faced by small towns in rural settings.
In 2012, Troy became the General Manager of Infrastructure and Planning for the City of Fort Saskatchewan, AB – a dynamic, growing city with a unique mix of industrial and residential areas. In 2017, he was chosen as Fort Saskatchewan's City Manager where he continues to serve today.
He has a Bachelor of Education, Bachelor of Commerce, and a Master of Business Administration, with a specialization in Public Administration, all from the University of Alberta.
The City of Fort Saskatchewan has had numerous successes under Troy’s leadership, including high-profile petrochemical investments, the successful annexation of new lands to accommodate future population growth, and several significant investments in enhanced quality of life services. If asked though, he will always say that his proudest accomplishment is the talented and resilient team within the City that supports a strong corporate culture that values continuous improvement and community spirit.
