With more than 14 years of experience in municipal government, Shawna has dedicated her career to strengthening local administration and fostering community development. As the Chief Administrative Officer (CAO) for the Rural Municipality of Elton in Manitoba for the past four years, she has led strategic planning, municipal governance, and financial management.

Prior to this role, she gained valuable experience in municipal operations, budgeting, and infrastructure planning through her work with the municipalities of Wallace-Woodworth and Oakland-Wawanesa. Additionally, she played a key role in initiating the Keystone Planning District in its inaugural year, helping to shape its foundational structure.

Beyond her responsibilities as CAO, Shawna is committed to advancing municipal administration. For the past three years, LeBlanc has served as a District Board Member for the Manitoba Municipal Administrators (MMA), advocating for professional development, mentorship, and best practices in local government. Within MMA, she serves on the Bursary, Policy & Governance, Mentorship, and CMMA Review Committees while chairing the Communications Committee.

Shawna has also served on the CAMA Membership and Communications Committee, participated in the Masterminds series, and the First-Time CAO Toolkit focus group.
