This document is the Executive Summary of a study on municipal government and the current human resource challenges.

The Federation of Canadian Municipalities (FCM) managed the study in collaboration with the Canadian Association of Municipal Administrators (CAMA) and the Canadian Union of Public Employees (CUPE).

Municipal Learning Resource Network
The Municipal Learning Resource Network can be the connecting point where municipalities and agencies interested in municipal workplace learning can find the “people resources” and the learning resources to assist them.

Why now?
Over the last decade CAMA has worked with CUPE and other municipal unions to raise awareness about workplace learning and literacy and to set up learning programs. To ensure that municipal employees will have access to these programs in the future, the Literacy and Essential Skills Project at CAMA is developing this network of resource people for promotion, planning, and implementation.
