2004 National Awards of Excellence for Municipal Workplace Literacy and Learning Achievements

Senator Fairbairn, Special Advisor to the Minister of Human Resources and Skills Development on Literacy, and Brian Hamblin, CAMA Board Member responsible for the Literacy Project, presented the awards to the recipients.

The 2004 Award winners are:

National Award of Excellence for Municipal Workplace Literacy Achievements in the category of Learner Achievement: The award goes to municipal workplace learners who have shown a strong commitment to literacy and learning. They have made significant progress in attaining an educational path that has impacts in the workplace, home and community. The 2004 recipient is William Bailey, CUPE Local 500, City of Winnipeg, Manitoba.

National Award of Excellence for Municipal Workplace Literacy Achievements in the category of Organizational Commitment to Workplace Literacy and Education: The award honours municipal workplaces that have shown leadership and long term success in the field of workplace education and literacy. The 2004 recipient is the City of Winnipeg, Manitoba, and CUPE Local 500.

National Award of Excellence for Municipal Workplace Literacy Achievements in the category of Recognition of New Workplace Education and Literacy Initiatives: The award supports the leadership and efforts demonstrated by municipal workplaces that have had workplace education and literacy programs in-place less than two years. The 2004 recipient is the Municipality of Chatham-Kent, Ontario.

National Award of Excellence for Municipal Workplace Literacy Achievements in the category of Creative Design of Workplace Education and Literacy Programs: The award recognizes the efforts of teachers, tutors and municipal partners who have designed learning/teaching models to meet the unique needs of municipal learners. The 2004 recipient is Ian Carr, City of Charlottetown Workplace Education Instructor, Prince Edward Island.

National Award of Excellence for Municipal Workplace Literacy Achievements in the category of Development of Effective and Successful Partnerships: The award celebrates the commitment of municipal stakeholders and community partners to plan and implement a successful workplace education and literacy program. The 2004 award goes to the Town of Truro, Nova Scotia and its partners.

National Award of Excellence for Municipal Workplace Literacy Achievements in the category of Organizational Commitment to Workplace Literacy and Education: The award honours municipal workplaces that have shown leadership and long term success in the field of workplace education and literacy. The 2004 recipient is the City of Winnipeg, Manitoba, and CUPE Local 500.

Senator Fairbairn spoke to the delegates at the conclusion of the presentations. She congratulated CAMA on its continued success in highlighting the need for workplace literacy programs and for working with municipal stakeholders to integrate workforce literacy as a goal of their human resources planning. She told delegates about a recent report that found Canada has the third largest population of young people with poor literacy skills. They will join the approximately 8 million other Canadians (42% of Canadian adults) who “currently have varying degrees of difficulty every day of their lives in routine reading, writing and numeracy tasks.”

The Senator said: “All the exceptional workplace literacy programs we honour today are helping employees to meet the changing job requirements, and new demands for certification. Municipal programs are thus very much on the leading edge of the culture of lifelong learning that the federal government wants all Canadians to embrace.”
