Prior to entering the world of municipal administration, Jeff spent six years in the world of academia, where he obtained a Bachelor of Public Administration (with High Honours) from Carleton University, followed by a Master’s degree in Public Administration with a specialty in Local Government from the University of Western Ontario.

Jeff is currently the Chief Administrative Officer for the Town of St. Stephen, New Brunswick.  In 2004, Jeff joined the Municipal District of Big Lakes in northen Alberta, where he held the positions of Deputy CAO and CAO. In 2010, Jeff’s career path brought him to the Yukon, where he led a concerted effort to modernize the administrative practices of the City of Dawson and develop intergovernmental relationships. In 2012, the Association of Yukon Communities (AYC) recognized the results of Jeff’s efforts when he and his Senior Financial Officer were co- recipients of the AYC Municipal Employee Award of Excellence. Jeff was also the City Manager with the City of Elliot Lake, Ontario from 2015-2017.

Jeff’s commitment to municipal governance is demonstrated by his willingness to serve in any capacity asked of him. Jeff served on the Municipal Act Review Committee as a representative of the AYC and was also a lecturer at the AYC Elected Official Training workshop, where he was asked to speak on Council-CAO relationships and Municipal Finance. He was also a member of the Dawson City volunteer fire department.

In his non-working hours, Jeff is a dedicated husband and father to three beautiful daughters.
